I don't think so time is specific, for having fun in Niagara falls because according to my point of view tourist can go there freely each season. Whether this would be winter or summer. I love Niagara falls and wanna be there more and more just for spending there leisure time.

I agreed with you season don't matter to go for it. Because it has its own charm in summer and winter as well. If few fun ways closed in winter, on the other hand, many other opportunities open to make travel time exciting.
